Moral integrity should be measured according to whether a person follows his or her declared principles.
The number of declared principles one follows depends on the number of religious principles one holds.
The number of religious principles one holds depends on the religious group one is a member of eg Jews are supposed to obey 613 laws, righteous gentiles are only required to obey 7 Noahide laws.
Even if a gentile is unrighteous and in fact a nihilist proud that he does not have principles, the law of a righteous gentile nation should require that he adhere to the minimum moral standard of the 7 Noahide laws.
Implicit in the moral imperative to obey the 7 Noahide laws in all individuals claiming to be honest, reasonable and decent in order to have marriage and employment opportunities is the requirement to speak the truth and exercise logic ie knowing the difference between a valid and sound argument.
Everyone - particularly politicians - should have an Integrity Record that lists lies told, illogical and unsound arguments made as well as principles and promises broken.
Countries should each have a National Integrity Record which would be a national average of each adult citizen with an Integrity Record.
The perfect score is 0 ie zero lies told, zero invalid /unsound arguments made, zero promises/principles broken.
The higher the score, the more unrighteous you are deemed to be as an individual or nation.
